On the heels of Governor Ige’s Seventh Supplemental Emergency Proclamation, which he called “Safer at Home,” Mayor Harry Kim has issued Emergency Rule No. 4.  The proclamation is effective immediately.

Gov. Ige’s order allows certain businesses to begin reopening Thursday morning at 12:01 a.m.  Mayor Kim is also allowing businesses to reopen, with the proviso that people stay at home if possible, and if in public, wear masks (unless younger than 5 or with a health condition that makes mask wearing not possible), and not shake hands, hug, kiss, bump fists or elbows when outside the home.

The Mayor’s Rule has 74 categories of essential businesses on Attachment A of the Rule, and adds (Attachment B) real estate services, florists, nurseries, other retail sales, automated service providers, and private golf courses.

Additionally, Hilo Municipal Golf Course will reopen Monday, May 11,  but golfers must maintain social distancing, not share equipment, and can’t share carts unless they are family members living together.

The County’s Emergency Rule No. 3, issued April 21,  mandated that all people entering businesses must wear masks (unless younger than 5 or with a health condition that makes mask wearing not possible), required that people sanitize their hands on entering a business, mandated mask-wearing on buses, required businesses to sanitize shopping carts and workplaces, and had requirements for any employee who contracted COVID-19.

The Mayor’s Rule designates that certain beach parks are available for passage to get to the ocean for exercise, fishing, and use of the restrooms and showers, from 7 a.m. through 5 p.m. daily–an updated list since his April 17 designations:

• Kahalu‘u Beach Park
• Magic Sands Beach Park
• Wai‘aha Bay Beach Park (Honl’s)
• Kawaihae Canoe Area
• Honoli‘i Beach Park
• Kaipalaoa Landing Beach Park
• Bayfront Beach Park
• Reed’s Bay Beach Park
• Lili‘uokalani Gardens
• Richardson Ocean Park
• Carlsmith Beach Park
• Mahukona Wharf (but not the park)

The Mayor also released a list of facilities which are available for use of the restrooms:

• Mo‘oheau Bus Terminal – 7 a.m. to 5 p.m.
• Lincoln Park – 7 a.m. to 5 p.m.
• Bayfront Soccer Fields – 7 a.m. to 5 p.m.
• Bayfront Beach Park – 7 a.m. to 5 p.m.
• Liliuokalani Gardens – 7 a.m. to 5 p.m.
• Reeds Bay Beach Park – 7 a.m. to 5 p.m.
• Veterans Cemetery No. 2 – 7 a.m. to 2 p.m.
• Honoli‘i Beach Park – 7 a.m. to 5 p.m.
• ‘Alae Cemetery – 7 a.m. to 7 p.m.
• Shipman Park – 7 a.m. to 5 p.m.
• Kurtistown Park – 7 a.m. to 5 p.m.
• Kahalu‘u Beach Park – 7 a.m. to 5 p.m.
• Magic Sands Beach Park (La‘aloa) – 7 a.m. to 5 p.m.
• Wai’aha Bay Beach Park (Honl’s) – 7 a.m. to 5 p.m.
• Kailua Park (Old A/Maka‘eo) beach only – 7 a.m. to 5 p.m.
• Waikoloa Pu‘u Nui Park – 7 a.m. to 5 p.m.
• Waimea Park tennis courts only – 7 a.m. to 5 p.m.
• Gilbert Kahele Recreation Area (formerly Mauna Kea State Park)– 24 hours
• Carlsmith Beach Park – 7 a.m. to 5 p.m.
• Richardson Ocean Park – 7 a.m. to 5 p.m.
• Wai’ohinu Park – 7 a.m. to 5 p.m.
• Clarence Lum Won Park – 7 a.m. to 5 p.m.

The Mayor’s Rule also opens up the following for walking, jogging, and running:

• Hilo Bayfront Trails
• Kaumana Lani Park (Hokulani)
• Machado Acres Park
• Wai’ohino Park
• Clarence Lum Won Park
• Walua Trail

Earlier today, State Department of Land and Natural Resources announced reopening of some State Parks.

Bed and Breakfasts and Short Term Vacation Rentals and Time Shares continue to be illegal, with exceptions for first responders, health care providers, or workers in essential services.
