The County of Hawaiʻi Department of Research and Development is requesting proposals from applicants interested in serving as the County’s Workforce Innovation and Opportunity Act (WIOA) One-Stop Operator.

Applications are due by 4 p.m. on April 15.

The One-Stop centers serve as central hubs for workforce development, bringing together employment, training, and support services for both job seekers and employers. The WIOA program aims to increase access to employment opportunities, align workforce and economic development systems, improve labor market relevance, enhance service delivery, and strengthen Hawaiʻi’s workforce.

The selected One-Stop Operator will be responsible for:

  • Managing the delivery of workforce services within Hawaiʻi County’s local One-Stop system.
  • Coordinating services among various providers.
  • Ensuring compliance with WIOA regulations.
  • Creating a harmonious and productive space focused on excellent customer experience.
  • Maintaining operational oversight and functional leadership.

This project is supported with $50,000 from the U.S. Department of Labor’s Employment and Training Administration.
