Assistant HPD Chief to Serve as Acting Police Chief

Effective today at 4:30 pm., Assistant Police Chief Andrew Burian will serve as Acting Police Chief until Tuesday, January 17, 2023, when Benjamin Moszkowicz is sworn in as the new chief. 
 
Current Acting Chief Bugado is retiring after 33 years of service as of the close of business on Friday, December 30, 2022. Bugado, who served as Deputy Chief since January 2017, has been Acting Chief since Chief Paul Ferreira retired on September 1, 2022.
 
Bugado joined the Police Department in 1989 and during his tenure worked as the captain of the Criminal Intelligence Unit and the Office of Professional Standards. During his career, he also worked as a patrol officer, a sergeant and detective, and the lieutenant in the Administrative Services Division, where he managed the Police Department’s Accreditation Section.
 
Acting Chief Burian will oversee the continuity of operations for administrative and line functions, as well as provide consistent performance and service delivery to the Big Island community during this transition period.
